Summary of Experience

We have different expert witnesses but we submit the following two:
Dr. Norbert J. Delatte, Jr., P.E., is an Associate Professor at Cleveland State University. Prior to that he served for 6 years on the faculty of The University of Alabama at Birmingham.
He received his B.S. in Civil Engineering from The Citadel in 1984, a Master's Degree in Civil Engineering from The Massachusetts Institute of Technology in 1986, and a Ph.D. in Civil Engineering from The University of Texas at Austin in 1996. He served for eleven years in the United States Army as an officer in the Corps of Engineers, including two years of service in the Republic of Korea, wartime service in the Arabian Peninsula during Operation Desert Storm, and command of an engineer company during Hurricane Andrew relief operations in southern Florida.
He taught as an Assistant Professor at the United States Military Academy at West Point, New York during the 1996-1997 academic year. He specializes in structural engineering, transportation engineering, and construction materials. He is a member of the American Society of Civil Engineers, the American Concrete Institute, the International Concrete Repair Institute, the International Society for Concrete Pavements, the Structural Engineer's Association of Alabama, and the American Society for Engineering Education.
He is the chair of ACI Committee 325, (Concrete Pavements) and a member of ACI Committees 330 (Concrete Parking Lots and Site Paving), 522 (Pervious Concrete), E802 (Teaching Methods and Educational Materials), and E803 (Faculty Network Coordinating Committee). He is the chair of the ASCE Technical Council on Forensic Engineering Education Committee and a member of the Committee on the Dissemination of Failure Information, as well as the ASCE Education and Practice Publications Committee.
Dr. Delatte is a registered professional engineer in the State of Alabama and in the Commonwealth of Virginia.
He has completed a number of forensic investigations of damaged structures. He is the Principal Investigator for the project Developing Case Studies in Failures and Ethics for Engineering Educators, funded by the National Science Foundation (DUE 0127419).

After graduating from Auburn University, worked for two large highway construction firms 1963 to 1970 then became Vice President and stockholder of Pawnee Construction, Inc. In 1973 became majority stockholder and President of Pawnee Construction Company, Inc., a highway and railroad construction firm. Pawnee Construction built highways, railroads, dams and prepared large industrial sites in Alabama, Georgia and Tennessee. In December1981 Pawnee Construction sold equipment and office and Lamar T. Hawkins was employed with the construction department of Alabama Power, a Southern Company. While at Alabama Power, I was project civil engineer for constructing the Corporate Headquarters Building and parking deck from 1983 to 1987. I was project manager for constructing the electrostatic precipitators at West Jefferson Steam Plant from 1988 to 1990. I was a project manager on several renovation construction sites with Alabama Power in 1987 and 1988. In 1990 I was transferred to Southern Nuclear Operating Co., a Southern Company, which handled all the nuclear power plants of Southern Company. My position was project manager at Southern Nuclear on the Hatch Project until I took early retirement in March 1998.
At present I have a practice consulting engineering for attorneys and practice civil law.
